amend the Immigration and Nationality Act to provide that aliens who

while intoxicated or impaired are inadmissible and deportable, by a 
yea-and-nay vote of 274 yeas to 150 nays, Roll No. 31.

considered as adopted, in lieu of the amendment in the nature of a
